Establishing Saemaul Studies as an Academic Discipline
Dr. Choi has played a pivotal role in institutionalizing Saemaul Studies as an academic discipline with global relevance. His efforts to formalize the field trace back to his 2008 journal article, where he examined the evolution of Saemaul Undong research trends and laid the groundwork for Saemaul Studies as a structured academic field. He emphasized the need for a multidisciplinary approach, integrating economic development, sociology, and international cooperation to modernize and expand the applicability of Saemaul principles in contemporary global contexts.
As the Founding Dean of the Park Chung Hee School of Policy and Saemaul (PSPS) at Yeungnam University, established in 2011, Dr. Choi spearheaded the creation of a unique full-scholarship Master’s program, conducted in English for international students, and a Ph.D. program, offered in Korean primarily for Korean nationals, in Saemaul International Development. The PSPS program stands out as an education ODA, offering full scholarships and a monthly living allowance, while providing Practical and Solution-Focused Education, Mindset Enrichment, and a Supportive Environment—combining hands-on learning experiences, values-driven personal growth, and a globally diverse, collaborative community.

Under Dr. Choi’s leadership:
PSPS has produced over 824 graduates from 71 countries, many of whom now hold key positions in government, policy, and development sectors.
His theoretical framework for Saemaul Undong’s core principles—Diligence, Self-help, and Cooperation—has evolved into an integrated academic and practical model, now incorporated into global rural development policies.
